neo773 8d61bb9ae6 Migrate messageFolder parentFolderId from UUID to externalId (#19348 )

This PR migrates `messageFolder`.`parentFolderId` from an internal
`UUID` reference to external provider id.
Eliminates unnecessary lookup and complexity
