Thomas des Francs e5b88f2bb2 Update changelog process to require user approval (#15760) ...

Adds a mandatory user approval step before committing and creating PRs
in the changelog creation process.

This ensures the AI always shows the full changelog content and waits
for user approval before proceeding.
