Billing - Fix inactivity (#17703)

- Add suspendedAt column on workspace table
- Update suspendedAt field when workspace suspended or re-activated
- Compute inactivity on suspendedAt

- Cancel subscription
- Cancel subscription + Subscribe again
- Cleaning command
