Add call recording scheduling backend (#21629)

This PR adds the backend scheduling slice for call recording. It wires the `twenty-meeting-bot` internal app to reconcile calendar events, calendar-channel associations, and workspace member auto-record preference changes, then schedule, cancel, or reschedule Recall bots based on the resulting policy.
